The tool will not record the content on the player's computer desktop, and players can choose the audio channel they want to record. In terms of video export, Valve provides players with a variety of options:Export to MP4, send to Steam mobile app, create temporary link for easy sharing.

Steam also talked about a series of issues such as the impact of the tool on computer performance. Gamingdeputy attached the official answer as follows:

What does Steam record?

Once enabled, Steam Game Recording will capture your gameplay as you play through the Steam client. It will not capture footage from your desktop or other programs. You can choose to record audio from other programs, such as voice chat programs. Please be respectful of others and follow the Steam Subscriber Agreement and Steam Online Conduct Guidelines when recording and sharing.

Will game recording affect my performance or gaming experience?

Steam Game Recording is designed to minimize resource usage by the game. It takes advantage of NVIDIA and AMD graphics cards, removing much of the performance overhead of creating a game recording. When using this feature on systems without these graphics cards, the system CPU is used to record the video, which may have a noticeable impact on system performance.

Where is my video?

You can view gameplay replays (and their timeline) in the in-game Steam overlay and in the Replay and Screenshot Viewer. In the Steam desktop client, select View > Replays & Screenshots. On your Steam Deck, select the Media tab in the main menu. You'll find the same content and functionality in both places.
Under Steam > Settings > Game Recording you can choose where to store your recordings. Steam captures the video and timeline in raw format, if you want to save your gameplay in video format (mp4) you will need to create a clip and export it.

How do I tell if a game supports Steam Timeline?

Game recording is available as long as the game supports the Steam overlay; some older games may not support this feature. Games can choose whether to support event marking on the Steam timeline. At the time we began testing this feature, the following games had implemented support for timeline marking: Dota 2 and Counter-Strike.

Where do I report issues?

We'd love to hear your feedback, including recording or other related issues you've encountered. Make sure you include relevant information, such as the game you're recording, the recording mode, any audio programs included in the recording, and what graphics card you have.
